The short answer
Safety and security film is a much thicker film that bonds to the glass and holds the fragments together when the glass breaks. It doesn't make a window unbreakable — it makes it far slower and louder to get through, and it keeps broken glass from becoming flying shards.
What it does and what it doesn't
Security film's job is delay and fragment retention. An intruder who expects one hit to clear a pane instead has to keep working on a panel that's still hanging together and making noise. In severe weather it holds broken glass in the opening instead of sending it across a room. Anyone marketing it as bulletproof or unbreakable is overselling it.
